RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2014-01629
COUNSEL: NONE
HEARING DESIRED: NO
APPLICANT REQUESTS THAT:
He be awarded the following awards and or occupational badges
and they be added to his DD Form 214, Armed Forces of the United
States Report of Transfer or Discharge:
1. The National Defense Service Medal (NDSM) (administratively
resolved).
2. Occupational badge and or unit awards he may be qualified
for.
APPLICANT CONTENDS THAT:
While reviewing his service record, he discovered retroactive
awards and occupational badges that he is qualified for that are
not reflected in his records.
The applicants complete submission, with attachments, is at
Exhibit A.
STATEMENT OF FACTS:
The applicant initially entered the Regular Air Force on
16 Nov 59.
On 15 Nov 63, the applicant was furnished an honorable discharge
and was credited with four years of active service.
The remaining relevant facts pertaining to this application are
contained in the memorandum prepared by the Air Force offices of
primary responsibility (OPR), which are attached at Exhibits C
and D.
AIR FORCE EVALUATION:
AFPC/DPSID has no recommendation. The applicant is requesting
award of the NDSM and any other awards or unit awards that were
not listed on his separation record. Based on review of the
applicants documentation, his entitlement to the NDSM and Air
Force Outstanding Unit Award (AFOUA) has been verified and his
records will be administratively corrected to reflect these
awards.
A complete copy of the AFPC/DPSIDR evaluation is at Exhibit C.
AFPC/DPSIM recommends denial of the applicants request for
occupational badges indicating there is no evidence of an error
or an injustice. The applicant submitted is DD Form 214, Armed
Forces of the United States Report of Transfer or Discharge,
which lists his AFSC as an Aerospace Ground Equipment Repairman.
The applicant did not submit a DA Form 4187, Personnel Action,
or an AF Form 2096, Classification/On-The-Job-Training_ Action,
documents which would help in determining if he was eligible for
any occupational badges. The applicant did not provide
sufficient documentation to warrant a retroactive approval of
additional occupational badges.
A complete copy of the AFPC/DPSIM evaluation is at Exhibit D.
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the
applicant on 27 Oct 14 for review and comment within 30 days
(Exhibit E). As of this date, no response has been received by
this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice warranting
correction of the applicants records to reflect any
occupational badges. We took notice of the applicant's complete
submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of
primary responsibility (OPR) and adopt its rationale as the
basis for our conclusion the applicant has not been the victim
of an error or injustice. We note the Air Force OPR has
determined the applicants eligibility for the NDSM and the
AFOUA and will correct his records administratively. Therefore,
in the absence of evidence to the contrary, we find no basis to
recommend granting relief beyond that rendered administratively.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
